Civil Engineering Project Manager

Job Description

Summary:
Manages and coordinates projects for one or more CEI clients. Duties include design, coordination, permitting, and budgets, as well as personnel, project, and client relationship management by performing the following duties personally or through subordinate managers. Leadership responsibilities include understanding, promoting and actively supporting CEI’s Guiding Principles and Vision statement when completing job duties. Responsibilities also include completing assigned tasks that aid CEI in achieving its stated long-term objectives.

Essential Duties and Responsibilities:

• Develops, prepares, and monitors client specific project budget. Monitors individual project budgets to ensure labor and expense costs are within forecasted project budget, follows CEI accounting processes including pre-billing forms, approval of final invoices, and addressing client and sub-contractor invoice questions. Reviews activities, costs, operations, and forecast data to determine project's progress in terms of timeline, costs, and client expectations. Monitors, pursues and controls timely specific client/project payables, receivable, and work-in-progress.
• Maintains a proactive and positive relationship with assigned clients and actively pursues relationships with potential clients. Responds to client complaints in a manner that results in a fair and positive resolution for both CEI and the client, of which results in a continued and mutually beneficial business relationship.
• Supervises project management and design activities for assigned client accounts, which may include bid development, contract negotiation, project scheduling, design, permitting, construction monitoring, site investigations, and Engineer of Record responsibilities, etc. In addition and more specifically is responsible for the following project management duties:
- Is responsible for ensuring the overall quality of the project and that CEI Quality Control procedures including the yellow book are followed throughout the course of the design process.
- Ensuring the project is completed technically correct, constructable, and meets the design expectations of CEI standards and/or client specific standards.
-Completing project assignments within the time frame agreed to by contract.
- Managing the design team’s time utilization to ensure project is completed within the budgeted and/or contract amount.
- Developing and executing strategies that overcome obstacles in regards to the projects successful completion.
- Holds self personally accountable for the success or failure of assigned project or projects.

• Assigns work activities, schedules associates, approves time off, and coaches assigned personnel. Provides recommendations for promotional opportunities and input for evaluations for assigned associates. As necessary documents, disciplines, and provides input regarding terminating associates in accordance with CEI policies and procedures. Leads project team in accordance with CEI Guiding Principles and Vision Statement. Provides mentoring to peers and subordinates in a manner that supports the physical, mental, and professional well being of others.
• Confers with appropriate Department Leaders, Program Managers, and other Project Managers to review achievements and challenges and discuss required changes in project goals or objectives resulting from current client status and conditions. Participates in a manner that minimizes competition between peers or business units of the company, of which results in decisions that are best for the company, its clients, and its employees as a whole.
• Directly supervises associates. Carries out supervisory responsibilities in accordance with CEI policies and applicable laws. Responsibilities include planning, assigning, and directing work, addressing complaints and resolving problems. Is responsible for developing a design team that works together and maximizes production efficiency while utilizing individual skills. Provides mentoring to peers and subordinates in a manner that supports the physical, mental, and professional well being of others.
• Responsible for analyzing assigned departmental and operating accounts and budgets. The responsibilities include critically reviewing budgetary data, verifying figures, developing budget proposals, recommending allocation of dollars to programs, services, or departments, and studying all factors in order to determine a financial solution or outcome.
• Develops, prepares, administers, oversees, and controls multi-project budgets.

• Bachelor's degree (BA) from four-year college or university, or one to two years related experience and/or training, or equivalent combination of education and experience.
• Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to effectively present information and respond to questions from managers, or other types of groups. • Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
• Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
• To perform this job successfully, an individual should have knowledge of CAD design software, Microsoft Project Management software, MS Excel spreadsheet software and MS Word software.

The noise level in the work environment is usually moderate.

Basic Qualifications

• B.S. in Civil Engineering, or at least 8 years related civil engineering experience
• Relevant experience primarily in land/site development, with knowledge of utilities, drainage, quality control, and project management
• At least 2 years project management experience
• Working knowledge of AutoCAD/ Civil 3D Design Software, Excel, and Word,
• Ability to speak and write professionally
